Changes the Employment Development Department's fraud prevention and detection assessment reporting from annual to biennial (every two years), starting January 1, 2027

Maintains annual reporting requirements through January 1, 2026, after which the new biennial schedule takes effect

Requires the department to continue submitting fraud analysis reports to the Senate Committee on Labor, Public Employment and Retirement, Assembly Committee on Insurance, budget committees, and Joint Legislative Audit Committee

Allows details on fraud methods and tools to be generalized, excluded, or redacted to protect the department's fraud deterrence practices
