Guaranteed income payments received by individuals cannot be counted as income or resources when determining eligibility or benefit amounts for means-tested public assistance programs in California, to the extent permitted by federal law

Means-tested programs covered include CalWORKs, CalFresh, California Food Assistance Program (CFAP), Medi-Cal, General Assistance, and Cash Assistance Program for Immigrants (CAPI)

Benefits received from means-tested programs cannot be counted as income or resources when determining eligibility for guaranteed income payments, creating reciprocal protection

"Guaranteed income payments" are defined as unconditional, recurring cash payments intended to support basic needs, including those from the California Guaranteed Income Pilot Program or locally funded programs

The State Department of Social Services and State Department of Health Care Services must seek any federal waivers necessary to implement these provisions for programs under their jurisdiction
