Requires at least 60% of funds allocated for Santa Ana River Conservancy Program projects (site improvements, facilities, outdoor recreation, public access, nature interpretation, historic preservation, resource protection) to go to heavily urbanized areas of the lower Santa Ana River region benefiting disadvantaged communities, severely disadvantaged communities, or vulnerable populations

Defines "heavily urbanized area" as a city with a population of 300,000 or more

Defines "disadvantaged community" as having median household income below 80% of area average or statewide median; "severely disadvantaged community" as below 60%

Defines "lower Santa Ana River region" as lands west of the Santa Ana Mountains within one-half mile of the Santa Ana River or its tributaries

Defines "vulnerable population" as a subgroup facing disproportionately heightened climate change risks with inadequate resources to cope, adapt, or recover
