Repeals the juror compensation and diversity pilot program that was scheduled to run for 2 fiscal years and report findings by September 1, 2026

Requires the Judicial Council to submit annual trial court operations reports to the Legislature by February 1, including metrics on case backlogs, disposition times, staff vacancy rates, court hours, and funding levels

Authorizes the Judicial Council to sell three courthouse properties at fair market value: Plumas/Sierra Regional Courthouse in Portola, Modesto Main Courthouse and Hall of Records, and Ceres Superior Court, with net proceeds deposited into the General Fund

Appropriates $4,690,000 from the General Fund to the State Court Facilities Construction Fund as a one-time backfill for fiscal year 2025-26

Changes the deadline for the Judicial Council's report on trial court allocations and reimbursements from September 30 to February 1 following each fiscal year
