Study must be submitted to the Governor and Legislature within 2 years of appropriation, including detailed findings, recommendations, and an implementation timeline

Feasibility study must analyze potential sites, construction and infrastructure needs, faculty recruitment strategies, accreditation compliance with Liaison Committee on Medical Education requirements, financial projections, and funding sources

UC must reasonably attempt to consult with local stakeholders including Kern County Medical Society, Kern Medical Hospital Authority, Kern Family Health Care, and labor unions representing UC patient care employees and Kern County health care workers

Declared an urgency statute requiring 2/3 vote, citing the need to address physician shortages adversely affecting Kern County residents' health
