Clarifies that the pupil and their family determine what constitutes traditional regalia or recognized objects of religious or cultural significance

Prohibits local educational agencies from requiring a preapproval process for pupils to wear adornments at graduation ceremonies and related events

Prohibits schools from requiring pupils to wear a graduation cap if the cap is incompatible with their adornment

Revises the definition of "adornment" to include items worn in place of (not just attached to or worn with) the graduation cap
