Restructures the Consumer Privacy Fund by creating three subfunds: 95% of administrative fines go to the California Privacy Protection Agency for enforcement, 95% of civil penalties go to the Attorney General for enforcement, and 5% of all fines/penalties go to a grant subfund for consumer privacy education and protection programs

Authorizes the Department of General Services to sell, lease, or dispose of excess state real property under the Department of Corrections and Rehabilitation's jurisdiction upon legislative approval, with revenues deposited into accounts for property redevelopment activities

Extends the Climate Catalyst Revolving Fund Program authorization from July 1, 2025 to December 31, 2031, allowing the Infrastructure and Economic Development Bank to continue providing financial assistance for climate projects including forest biomass management, clean energy transmission, and climate-smart agriculture

Modifies eligibility for the California Small Business Technical Assistance Program for fiscal years 2025-26 through 2027-28, allowing applicants whose federal contracts were canceled, frozen, or rescinded in 2024-25 to use their 2023-24 federal contract to meet program requirements

Expands eligibility for California HOPE for Children Trust Accounts to include residents 18 years or older who, prior to turning 18, had a parent or legal guardian die from COVID-19 during the federal public health emergency and met income requirements
