Requires the State Water Resources Control Board to hold a public hearing at least 21 days before acting on water quality certification applications for hydroelectric facility licenses, if requested by the applicant within 14 days of initial draft certification

Prohibits delegation of certification authority for hydroelectric facility licenses when a public hearing has been requested on the draft certification

Allows public hearings to be conducted as part of regularly scheduled state board meetings if specifically noticed and open to public comment

Authorizes the state board to charge hydroelectric facility applicants fees up to the reasonable costs of holding public hearings and issuing certifications when delegation is prohibited

Maintains existing authority for the state board to issue water quality certifications before completing environmental review if delay poses substantial risk of losing federal certification authority
