Adds the City of Sacramento to the list of designated jurisdictions authorized to establish a speed safety system pilot program for automated speed enforcement, joining Los Angeles, San Jose, Oakland, Glendale, Long Beach, and San Francisco

The pilot program allows cities to use fixed or mobile radar, laser, or electronic devices to automatically detect speeding violations and photograph license plates in safety corridors, areas with high street racing incidents, and school zones

Participating cities must adopt a Speed Safety System Use Policy and Impact Report before implementation, and conduct a 30-day public information campaign before enforcement begins

The program includes privacy protections requiring photographic records to be confidential, prohibiting facial recognition technology, and destroying non-violation photos within 5 business days

The pilot program authorization expires January 1, 2032
