Requires the Department of Forestry and Fire Protection (CAL FIRE), in partnership with the Department of Corrections and Rehabilitation, to implement a standardized process ensuring incarcerated individuals who complete firefighting training (FFT program) receive official written certification before release, including CAL-FIRE Forestry Training and S-190 Introduction to Wildland Fire Behavior

By January 1, 2027, CAL FIRE must award hiring preference under Category Placement 2 to qualified formerly incarcerated individuals who apply for department positions

CAL FIRE must track the number of incarcerated individuals who have completed the FFT program and are set for release within 90 days, and develop policies to track program outcomes including participants hired, retention rates, and career advancement

Requires annual reports to the Legislature for three years on the program's implementation and effectiveness, with recommendations for improvement

The provisions become operative only upon an appropriation by the Legislature for its purposes in the Budget Act or other statute
