Prohibits importing for profit, selling, or offering for sale in California any transgenic pet animal that possesses a cosmetic transgenic trait, such as novel fur/skin/feather/scale coloring, removal of claws or vocal cords, or addition/subtraction of appendages

Exemptions apply for transgenic traits that solely benefit the animal's health (such as disease resistance) or enhance human interaction (such as hypoallergenic traits) without altering natural functions

Additional exemptions for aquatic pet animals produced through breeding, conjugation, fermentation, hybridization, in vitro fertilization, tissue culture, or whole genome ploidy manipulation without involving transgenic organisms

Each violation constitutes a separate offense punishable by a civil penalty of at least $5,000, with enforcement authority given to district attorneys or city attorneys where the violation occurred

Covers dogs, cats, rabbits, guinea pigs, hamsters, mice, reptiles, amphibians, birds, fish, and other household pet species, including progeny of transgenic animals
