Expands existing law that makes restrictive covenants unenforceable against affordable housing developments to also apply to any development located in Los Angeles County, which is subject to the state of emergency declared by the Governor on January 7, 2025, related to the Palisades Fire and windstorm conditions

Allows property owners in the affected area to record modification documents that remove or modify restrictive covenants limiting the number, size, or location of residences or the number of persons/families who may reside on a property

Requires county counsel to review and approve modification documents before recording, determining whether the original restrictive covenant contains prohibited restrictions and whether the property qualifies under the expanded provisions

Preserves existing exemptions for conservation easements held by accredited land trusts, government-funded conservation agreements, and easements protecting indigenous cultural resources

Provides that no state reimbursement is required for additional duties imposed on county officials because local agencies can levy fees to cover the costs
