Requires all general acute care hospitals in California to provide perinatal services (pregnancy and childbirth care) as a basic service, reclassifying it from a supplemental service

Hospitals not currently providing perinatal services must submit a "perinatal service compliance plan" to the State Department of Public Health for approval

Compliance plans must include written transfer agreements with hospitals that do provide perinatal services, a financial report demonstrating inability to establish services, and a description of measures taken to establish perinatal services

Rural general acute care hospitals remain exempt from surgical and anesthesia service requirements but would still be subject to perinatal service requirements

Creates a state-mandated local program by expanding the scope of existing criminal penalties for health facility violations
