Prohibits law enforcement agencies from entering settlement agreements with peace officers that require destroying, removing, or concealing misconduct investigation records, halting investigations, making particular findings, or restricting disclosure of misconduct information

Makes any such prohibited settlement agreements subject to public disclosure under the California Public Records Act, adding them to the list of records that cannot be kept confidential

Declares that provisions in agreements that violate these prohibitions are contrary to law and public policy, rendering them void and unenforceable

Expresses legislative intent that separation agreements designed to obscure officer misconduct are contrary to existing law's reporting, retention, and disclosure requirements for peace officer records

Contains severability provisions ensuring that if any part of the act is held invalid, remaining provisions remain in effect
