Adds the New York Stakes to the list of prestigious horse racing events exempt from California's 75 imported race per day limit for out-of-state thoroughbred races

Allows California thoroughbred racing associations and fairs to import and accept wagers on New York Stakes races without counting toward the daily import cap

Joins other exempt events including the Kentucky Derby, Kentucky Oaks, Preakness Stakes, Belmont Stakes, Breeders' Cup World Championship, and Dubai World Cup

Applies only on days when live thoroughbred or fair racing is being conducted in California
