Approves memoranda of understanding agreements between the state employer and State Bargaining Units 9 (effective July 1, 2025 to June 30, 2028) and Unit 12 (effective July 1, 2023 to June 30, 2027), contingent on legislative appropriation of funds

Requires employees in Bargaining Units 9 and 12 to participate in the Personal Leave Program 2025 (PLP 2025) from July 1, 2025 to June 30, 2027, receiving a 3% pay reduction in exchange for 5 hours of leave credits per monthly pay period

Suspends employer monthly contributions for prefunding other postemployment benefits (retiree health care) for Bargaining Units 9 and 12 during the 2025-26 and 2026-27 fiscal years

Reduces Budget Act appropriations by $88,773,000 total pursuant to the bargaining unit agreements: $18,219,000 from General Fund, $47,271,000 from special funds, and $23,283,000 from other nongovernmental cost funds

Establishes continuous appropriations to the Controller to pay employee compensation if Budget Acts for fiscal years 2025-26, 2026-27, or 2027-28 are not enacted by their respective July 1 deadlines
