Authorizes disbursements from the California Cannabis Tax Fund to the Department of Cannabis Control for maintaining and operating the cannabis track and trace program and for conducting civil or criminal enforcement against unauthorized commercial cannabis activity

Repeals the prohibition preventing the Board of State and Community Corrections from making grants to local governments that ban commercial cannabis cultivation or retail sales

Requires local governments to either allow retail cannabis sales in storefronts or, for jurisdictions with 10,000 residents or less, allow cannabis delivery serving medicinal and adult-use consumers to be eligible for grants

Directs the Board of State and Community Corrections to prioritize grant awards for local governments whose applications include illicit cannabis enforcement, and allows grants to be awarded both competitively and through formula-based funding

Takes effect immediately as a budget-related bill and requires a two-thirds vote due to its appropriation from the continuously appropriated California Cannabis Tax Fund
