Electrical corporations, gas corporations, water corporations, and local publicly owned electric utilities must automatically enroll customers in service outage and update alerts by March 1, 2026

Customers must be given the opportunity to opt-out of alerts they do not wish to receive, except for required or essential notifications

Local publicly owned electric utilities lacking necessary systems must develop procedures to maximize automatic enrollment by March 1, 2026, create an upgrade plan by March 1, 2028, and implement it by March 1, 2030 if cost-effective

Utilities must annually include information on customer bills explaining how to update preferred contact methods and allow customers to update contact information via website or telephone

Violations of Public Utilities Commission orders implementing these requirements constitute a crime under existing law
