Counties that do not conduct all-mailed ballot elections must design and implement voter education and outreach plans to identify and register qualified voters and encourage electoral participation

Plans must provide public information on online voter registration, preregistration, vote by mail procedures, ballot tracking, military/overseas voter options, disability accommodations, in-person voting, language accessibility, and key election dates

Secretary of State must provide counties a template for their plans and publish current versions of all county plans on the state website; counties must also publish their plans on county elections websites

County elections officials must submit plan amendments to the Secretary of State by October 1 of each odd-numbered year

Repeals existing law requiring the Secretary of State to adopt regulations for county voter registration programs and to design programs for non-compliant counties
