Prohibits courts in groundwater adjudications filed after January 1, 2025 from establishing a safe or sustainable yield exceeding what is set in a valid groundwater sustainability plan, unless the sustainable yield determination was not based on best available information and science

Requires legal challenges to groundwater sustainability agency actions to be filed within 90 days of the challenged action or determination

Mandates that lawsuits against groundwater sustainability agencies in basins undergoing adjudication be consolidated with the comprehensive adjudication, with sustainable yield issues tried before other matters

Allows parties in groundwater adjudications filed before January 1, 2025 to file validation actions challenging groundwater sustainability plans by March 2, 2026, except where courts have already issued final determinations on basin yield
