Requires landlords to allow residential tenants to opt out of paying for third-party internet service provider subscriptions (including wired, cellular, or satellite service) that are bundled with the tenancy through bulk-billing arrangements, effective January 1, 2026

Applies to any residential tenancy commenced, renewed, or continuing on a month-to-month or other periodic basis on or after the effective date

Allows tenants to deduct the cost of the internet subscription from their rent if the landlord violates the opt-out requirement

Prohibits landlords from retaliating against tenants who exercise their opt-out rights, consistent with existing anti-retaliation protections in Civil Code Section 1942.5

Does not prevent landlords from continuing to offer bulk-billing internet arrangements to tenants who choose to participate
