Expands the Voluntary Offshore Wind and Coastal Resources Protection Program to allow funding for capacity activities and grants within local and tribal communities impacted by offshore wind development

Limits eligibility for community capacity grants to local communities, local governments, California tribes, nonprofit organizations representing tribal interests, or coalitions of these entities

Requires offshore wind entities (projects of 50+ megawatts) to report donations made to eligible entities every 90 days, including aggregate amounts, number of recipients, counties served, and types of recipients

Mandates the State Energy Resources Conservation and Development Commission to post annual reports on donations from offshore wind entities to eligible entities, including total amounts by county and recipient type

Requires the commission to submit annual reports to the Legislature by March 1 on the implementation and effectiveness of the community capacity funding activities and grants
