Expands Covered California's automatic enrollment authority to include individuals who submit applications through the Statewide Automated Welfare System, in addition to those transitioning from other insurance affordability programs like Medi-Cal

Authorizes the Exchange to enroll individuals in the same plan as other household members, the lowest cost silver plan, or for eligible American Indians, the lowest cost plan with reduced cost-sharing benefits

Requires the Exchange to provide enrollment notices before the individual's effective date of coverage, including instructions on how to activate coverage by paying premiums or opting in if no premium is due

Protects enrollees by prohibiting premium due dates from being earlier than the last day of the first month of enrollment

Takes effect July 1, 2026, with the current enrollment provisions repealed as of January 1, 2027
