Extends the Public Utilities Commission's authority to collect a surcharge for the Deaf and Disabled Telecommunications Program from January 1, 2025 to December 31, 2034

Maintains the existing cap of up to $100,000,000 per year that can be collected through the surcharge, subject to annual legislative appropriation

Requires the commission to transfer surcharge revenues to the Controller for deposit into the Deaf and Disabled Telecommunications Program Administrative Committee Fund

Removes the commission's authority to adjust surcharge levels and instead authorizes the commission to make recommendations to the Legislature regarding program appropriations

Declared an urgency statute taking immediate effect to ensure continued essential telecommunications services for deaf, hard of hearing, and disabled individuals
