Requires state agencies to report land that is not utilized or underutilized for ongoing state programs regardless of whether the agency is currently prepared to dispose of the land by sale or otherwise

Exempts agencies not prepared to dispose of land from requirements related to transferring jurisdiction to the Department of General Services and seeking legislative authorization for disposal

Mandates the Department of General Services to submit a report to the Legislature by January 1, 2030, containing information about underutilized or unutilized land reported by state agencies

The reporting requirement expires on January 1, 2034
