Requires consultation with multiple stakeholders including state agencies (Caltrans, DMV, Controller), local governments, regional transportation agencies, privacy experts, environmental justice organizations, academic researchers, and zero-emission vehicle representatives

Builds upon existing Road Usage Charge pilot program findings, incorporating previous state and academic research including reports prepared under existing Vehicle Code Section 3092.5
