Expands the State Energy Resources Conservation and Development Commission's authority to modify, add to, or subtract from required payment methods at electric vehicle charging stations, allowing changes based on evolving technologies or cost impacts

Removes the previous restriction that prohibited the commission from implementing payment method regulations before January 1, 2028

Maintains existing requirements that EV charging stations installed after July 10, 2023 must accept contactless credit/debit card payments and provide either a toll-free number or SMS option for non-subscribers

Includes a contingent provision that creates an exception for EV charging stations at arenas with 15,000+ seat capacity, allowing app-only payment if SB 533 is also enacted

Preserves consumer protections prohibiting mandatory subscription fees or club memberships to access public charging stations
