Prohibits pit dewatering in areas where subsurface river flow or groundwater levels are shallower than 50 feet below ground anywhere within the San Joaquin River Parkway

Defines "pit dewatering" as water impounded or collected in a pit that is pumped, drained, or otherwise removed by the pit operator, including wet pit overflows caused by direct rainfall or groundwater seepage

Applies specifically to the San Joaquin River Parkway as defined in the March 2018 San Joaquin River Parkway Master Plan Update

Declares that a special statute is necessary due to the unique needs of communities within and surrounding the San Joaquin River Parkway
