Establishes the Diablo Range Conservation Program under the Wildlife Conservation Board to acquire, preserve, restore, and enhance habitat within the approximately 3.5 million-acre Diablo Range, which extends from Mount Diablo and Carquinez Strait south to State Route 46

Authorizes grants to local public agencies, nonprofit organizations, and California Native American tribes for habitat acquisition, restoration, and enhancement; expanding public access and recreational facilities; improving educational facilities; and controlling invasive species

Creates the Diablo Range Conservation Fund in the State Treasury to receive bond proceeds and appropriations, with a Donation Account continuously appropriated to accept contributions from public agencies, private entities, or individuals

Directs the program to promote biodiversity protection, recovery of threatened and endangered species, climate resilience including wildfire risk reduction, and improved air quality and water resources

Requires preference for projects that use services of the California Conservation Corps or Community Conservation Corps when feasible
