Requires the Board of Governors of California Community Colleges to allocate base funding for categorical programs to noncredit colleges and noncredit centers that meet specified conditions

Noncredit colleges must have an independent executive administrator and provide basic needs, disabled student services, or mental health programs with designated coordinators

Noncredit centers must meet the same requirements as noncredit colleges, plus have governing board approval to operate for at least 10 years and receive board of governors approval for funding

Eligible categorical programs include basic needs, disabled students programs and services, mental health services, Student Equity and Achievement Program, and veteran resource centers

Board of governors, in consultation with the Chancellor's office, will determine the methodology for allocating the base funding
