Requires Paradise Unified School District to submit a report by September 1, 2026 to the Superintendent of Public Instruction, Department of Finance, and legislative budget and policy committees detailing their administrator-to-teacher ratios, reasons for not meeting requirements, and a plan to achieve compliance by 2026-27

Enacted as an urgency statute taking immediate effect upon approval (October 1, 2025) to address the district's ongoing recovery from the 2018 Camp Fire that devastated the City of Paradise

Declared a special statute necessary due to the unique circumstances of Paradise's recovery from the Camp Fire, which has impacted the district's ability to maintain required staffing ratios
