Exempts health care practitioners and emergency medical services providers licensed in other states, territories, or countries from California licensure requirements when providing services at 2028 Los Angeles Olympic and Paralympic Games sites from May 15 to September 15, 2028

Establishes that immunization recommendations from federal agencies (USPSTF, ACIP, HRSA) as of January 1, 2025 serve as a baseline, with the State Department of Public Health authorized to modify or supplement these recommendations going forward

Creates the Abortion Access Fund, continuously appropriated to the Department of Health Care Access and Information, funded through transfers from qualified health plan segregated accounts between fiscal years 2025-26 and 2028-29

Requires Medi-Cal beneficiaries aged 19-59 who lack satisfactory immigration status to pay $30 monthly premiums beginning no sooner than July 1, 2027, with exemptions for pregnant individuals, those under 19 or over 59, and foster youth

Increases genetic counselor license fees from $200 to $300 for original licenses, renewals, and temporary licenses, with authority for the State Department of Public Health to raise fees up to $500
