Establishes an 11-member Citizens Redistricting Commission in Merced County to draw supervisorial district boundaries following each decennial federal census, replacing the Board of Supervisors' authority over redistricting

Commission members must be Merced County residents registered with the same party (or no party) for at least 5 years, have voted in at least one of the last three statewide elections, and cannot have held or sought elected office, worked for elected officials, or been lobbyists within the past 8 years

The county elections official selects up to 60 qualified applicants, then the County Auditor-Controller randomly draws 5 commissioners (one from each supervisorial district), who then appoint 6 additional members to reflect the county's diversity

The commission must hold at least 5 public hearings (one per district) before drawing maps and at least 2 more hearings after releasing a draft map, with live translation available in languages spoken by at least 3% of voting-age residents

Commission members are barred from holding elected office for 5 years and appointive office for 3 years after their appointment, and cannot communicate about redistricting matters outside public meetings
