Requires full CEQA review for rezonings and housing development projects that include bed and breakfast inns, hotels, motels, or other transient lodging, even if they would otherwise qualify for exemptions under approved housing elements or single-condition exceptions

Excludes "builder's remedy" housing projects on sites exceeding 4 acres from the limited CEQA review provisions that apply to projects with a single disqualifying condition

Repeals the CEQA exemption for advanced manufacturing facilities and replaces it with a new exemption for facilities manufacturing renewable energy components, energy storage systems, semiconductors, microelectronics, and zero-emission transportation equipment

New manufacturing facility exemptions require the project to be on industrial-zoned land, located at least 300 feet from sensitive receptors, and the applicant must demonstrate and certify compliance with "high road employment standards" including living wages, worker training, and safe working conditions

Appropriates $10,000 from the General Fund to the Office of Land Use and Climate Innovation for implementation and requires the California Energy Commission to develop guidelines for evaluating high road employment standards
