Requires credential program standards for preliminary administrative services credentials by September 1, 2028 to include preparation on how to support teachers in delivering evidence-based literacy instruction

Mandates the State Board of Education adopt instructional materials for kindergarten through grade 8 in English language arts and English language development by January 31, 2027, aligned to evidence-based reading instruction methods

Local educational agencies must follow updated state guidance when adopting instructional materials, and those choosing materials not adopted by the state board must certify alignment to evidence-based literacy criteria including systematic phonics instruction and dyslexia guidelines

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs
