Expands the underground storage tank exemption to include tanks holding dielectric fluid (in addition to hydraulic fluid) for closed loop mechanical systems used for electric cooling or insulation systems

Applies the expanded exemption to systems using dielectric fluid to operate lifts, elevators, and similar devices, alongside existing exemptions for hydraulic and compressed air systems
