Counties participating in CalWORKs Housing Support Program, Home Safe Program, Bringing Families Home Program, or Housing and Disability Income Advocacy Program must establish written policies, public complaint resolution processes, and provide recipients with individualized written housing plans detailing services and financial assistance

Recipients of housing assistance programs gain the right to file state administrative hearings within 30 calendar days when counties reduce or discontinue housing-related services or financial assistance, with provisions for continued assistance pending resolution

Appropriates $3,200,000 from the General Fund to the Department of Social Services for CalFresh automation related to payment error rate reduction and implementation of federal welfare law changes (H.R. 1, Public Law 119-21)

Authorizes the Department of Social Services to implement CalFresh program changes through emergency regulations and all-county letters until October 1, 2027, to reduce the state's payment error rate and minimize California's cost share for SNAP benefits beginning in fiscal year 2028

Delays establishment of the CalFresh reentry workgroup for formerly incarcerated individuals from February 1, 2026, to February 1, 2028, and delays required legislative reports by two years
