Appropriates $300 million for the Student Teacher Stipend Program, with up to $6 million allocated to Kern County Superintendent of Schools for a multimedia campaign to recruit educators and develop a grants management system

Extends the Classified School Employee Summer Assistance Program funding availability, allowing appropriations from the 2023-24 fiscal year onward to be encumbered during both the appropriation year and the following fiscal year

Modifies the recognition schedule for $5.42 billion in excess 2022-23 school funding and $770.8 million in community college funding, extending the recognition period from 10 to 13 years (2027-28 through 2039-40) for budgetary reporting purposes

Establishes a $160 million Universal School Meals Support Grant, including $145 million for kitchen infrastructure and training, $10 million for food service worker retention/recruitment, and $5 million for a University of California study on ultraprocessed foods in school meals

Extends the Golden State Teacher Grant Program application period through June 30, 2026, providing up to $10,000 grants for students in teaching credential programs who commit to working at priority schools or California preschool programs for two years
