Authorizes the Boards of Supervisors of Madera and Tehama Counties to abolish the office of road commissioner and transfer all duties to the county director of the department of public works

The public works director would not be required to hold any special permit, registration, or license to assume road commissioner duties

Civil engineering functions previously performed by the road commissioner must be carried out by a registered civil engineer acting under the public works director's authority

Adds Madera and Tehama Counties to an existing list of counties (Colusa, Glenn, Merced, and Siskiyou) already permitted to make this transfer

Legislature cites difficulty finding qualified candidates for the road commissioner position as justification for this special statute
