Extends the property tax welfare exemption for land used for conservation, open-space, or preservation of tribal traditional knowledge to federally recognized Indian tribes and their wholly owned subsidiaries for fiscal years 2026-27 through 2031-32

Exempts tribal land return transactions from county documentary transfer taxes until January 1, 2031, provided the land is restricted to cultural, educational, recreational, or conservation purposes with no commercial activities

Requires the Board of Equalization to publish annual reports starting March 1, 2028, tracking total acreage exempted, number of qualifying tribal land transfers, and total documentary transfer taxes exempted

Approved by Governor and filed with Secretary of State on February 10, 2026, taking immediate effect as a tax levy
