Requires California law enforcement agencies to review case files for open unsolved homicides upon written request from immediate family members or their designated legal representatives

Defines "open unsolved homicide" as a homicide committed after January 1, 1990, at least 3 years prior to the application, where all investigative leads have been exhausted and no suspect has been identified

Mandates agencies complete case file reviews within 120 days (with possible 60-day extension) to determine if reinvestigation would produce probative leads, and requires reinvestigation if such leads are identified

Limits reviews to one at a time per case and prohibits additional reviews for 5 years after completion unless materially significant new evidence emerges

Requires agencies to provide periodic updates to applicants during reviews and a written statement explaining the decision on whether to reinvestigate
