Extends the California State Board of Pharmacy's authorization until January 1, 2030, and establishes a Pharmacy Technician Advisory Committee to advise the board on pharmacy technician matters

Expands pharmacist authority to furnish FDA-approved preventative medications (emergency contraception, contraception, smoking cessation, travel medication, anti-viral/anti-infective drugs) without a diagnosis, complete missing prescription information for noncontrolled medications, and removes the requirement to contact prescribers before emergency refills

Increases the pharmacy technician-to-pharmacist ratio from 1:1 to 3:1 for pharmacies with a single pharmacist, and renames "advanced practice pharmacist" to "advanced pharmacist practitioner"

Requires nonresident pharmacies, beginning July 1, 2026, to designate a California-licensed pharmacist-in-charge and authorizes the board to inspect nonresident pharmacies with inspection costs paid by the pharmacy

Authorizes fines up to $100,000 per violation for repeated violations by chain community pharmacies or mail order pharmacies, and up to $150,000 for violations resulting from written policies or encouraged by owners/managers
