Extends the California Massage Therapy Council's sunset date from January 1, 2026 to January 1, 2030, and caps annual salaries for council employees/contractors at the level of certain state officers

Modifies the 13-member board composition by removing the California Community Colleges Chancellor appointment, requiring the California Association of Private Postsecondary Schools appointee to represent an approved massage school, and adding a second certified massage therapist/practitioner member from a professional association

Removes the requirement for applicants to pass a massage and bodywork competency assessment examination (originally set to take effect January 1, 2027), while requiring approved schools to notify students that the exam may still be required for licensure in other states

Establishes an appeal process allowing applicants or certificate holders to request appeal of final denial or discipline decisions within 30 days, with appeals heard by the board of directors within specified timelines

Requires the council to provide 45-day public comment periods before adopting or amending policies that substantially impact certificate holders, and mandates making council records available for public inspection consistent with the California Public Records Act beginning July 1, 2027
