Extends the Vertebrate Pest Control Research Account and Advisory Committee provisions from January 1, 2026 to January 1, 2035, continuing the secretary's authority to fund vertebrate pest control research through fees paid by county agricultural commissioners

Revises antimicrobial drug regulations for livestock to require all medically important antimicrobial drugs be ordered by a licensed veterinarian through a prescription or veterinary feed directive complying with federal and state law

Requires prescriptions for labeled uses of antimicrobial drugs to be issued under a veterinarian-client-patient relationship meeting California Business and Professions Code requirements, while extralabel uses must meet federal Code of Regulations requirements

Grants enforcing officers authority to enter and inspect places, vehicles, documentation, products, containers, and equipment related to certified mobile farmers' markets to verify compliance

Authorizes enforcing officers to seize and hold evidence from certified mobile farmers' markets for use in prosecuting violations, with evidence admissible across county lines
