Extends reimbursement based on maximum authorized/certified hours of care (regardless of attendance) for state-subsidized childcare providers, license-exempt providers, and California state preschool family childcare home education network providers from June 30, 2026 to July 1, 2028

Makes the monthly "cost of care plus" supplemental payment to family childcare providers and childcare centers permanent beyond June 30, 2026, with per-child rates ranging from $107-$230 for family providers and $152-$230 for centers depending on region and license status

Establishes one-time stabilization payments per child: $431 for licensed family childcare providers and childcare centers, $300 for license-exempt family childcare providers, due by January 1, 2026 if the CCPU tentative agreement is ratified by September 30, 2025

Appropriates $157,852,000 from the General Fund to the State Department of Social Services for the one-time stabilization payments and approves the August 7, 2025 tentative agreement between the State of California and Child Care Providers United - California (CCPU)

Requires annual Budget Act allocations through July 1, 2028 for the CCPU Training Partnership Fund (up to $15 million), CCPU Workers Health Care Fund, and CCPU Retirement Trust ($80 million balance), upon Department of Finance approval
