Authorizes any charging party, respondent, or intervenor aggrieved by a final decision or order of the Public Employment Relations Board (PERB) in an unfair practice case to petition for a writ of extraordinary relief in the district court of appeal having jurisdiction over Santa Clara Valley Transportation Authority (VTA) operations

Requires petitions for extraordinary relief to be filed within 30 days of PERB's final decision, order, or order denying reconsideration

Allows PERB to seek court enforcement of final decisions or orders in district court of appeal or superior court after the petition deadline has expired, if compliance has not occurred

Requires PERB to respond within 10 days to inquiries about why enforcement has not been sought, and mandates PERB seek enforcement upon party request if non-compliance is indicated

Establishes that PERB's factual findings supported by substantial evidence are conclusive, and courts may enforce orders through writ of mandamus but cannot review the merits of the order
