Standardizes ballot formatting across California local government elections by requiring "Yes" and "No" to be printed on separate lines with voting targets, positioned to the right of or below the description of each ballot measure

Amends over 70 sections across multiple California codes including the Education Code, Government Code, Health and Safety Code, Public Resources Code, Public Utilities Code, Streets and Highways Code, and Water Code

Applies to ballot measures for school districts, county boards of education, library districts, sanitary districts, water districts, irrigation districts, airport districts, boulevard districts, city council elections by district, county formation/transfer, and various bond propositions

Removes outdated or inconsistent ballot formatting language and replaces it with uniform requirements consistent with Elections Code Section 13204

Passed with majority vote, requires no appropriation, and was signed by the Governor on October 3, 2025
