Extends the exemption from California's ABC worker classification test for licensed manicurists until January 1, 2029, allowing them to be classified as independent contractors under the less stringent Borello test if they meet specific conditions (setting own rates, maintaining own client book, processing own payments)

Requires the Employment Development Department and Division of Labor Standards Enforcement to report to the Legislature by June 1, 2026, on the number of misclassification allegations involving licensed manicurists since January 1, 2020, including investigations, workers impacted, and enforcement outcomes

Extends the ABC test exemption for commercial fishers working on American vessels from January 1, 2026, to January 1, 2031

Changes the annual reporting deadline for the Employment Development Department's report on unemployment insurance use in the commercial fishing industry from March 1 to June 30

Approved by the Governor on October 3, 2025, and filed with the Secretary of State the same day
