Requires professional employer organizations (PEOs) to register with the Division of Labor Standards Enforcement before providing, advertising, or holding themselves out as providing professional employer services in California

Defines PEOs as entities certified by the U.S. Treasury Secretary under 26 U.S.C. § 7705, accredited by the Employer Services Assurance Corporation, or providing professional employer services under a written agreement creating an ongoing relationship

Defines "professional employer services" as services covering all or substantially all employees of a client that include: reporting wages using the PEO's federal employer identification number, securing workers' compensation insurance, and offering employee benefit plans

Requires PEOs to pay an initial registration fee upon registration, with the fee amount set by the division not to exceed the reasonable cost of providing registration
