Authorizes surety bonds as an acceptable form of security for conservation banks, mitigation banks, and conservation and mitigation banks when submitting bank agreement packages to the Department of Fish and Wildlife

Requires the Department of Fish and Wildlife to follow existing grant and contract provisions (Section 1501.5) when making grants or entering agreements using funds from the State Duck Stamp Account for waterfowl habitat projects

Redefines "water year" for Water Conservation Districts from July 1-June 30 to October 1-September 30, aligning with standard hydrological water year definitions

Modifies state park concession contract requirements by changing the public notice threshold from contracts exceeding 2 years to contracts exceeding 3 years, removing newspaper advertisement requirements, and requiring annual financial statements from concessionaires rather than requiring submission of sales and use tax returns

Repeals obsolete laws and makes technical updates including correcting place names and updating cross-references throughout the Fish and Game Code, Public Resources Code, and Water Code
